You should be able to butt into a trading of properties conversation. Say if one of your mates says to another mate 'I'll trade this yellow for to light blues' And then the mate responds 'Sure' Then you say ' How about a green? Instead of a yellow?' It is the best way to play.
You can't do that because if nobody is selling anything to you than you don't get anything.
There's nothing in the rules to prevent that.
You could make a ';house rule'; to permit or forbid those practices.
